If your puppy is older than 8 weeks and heavier than 2 kgs - 4.5 lbs, you can use this product safely.

My dog weights 9.3 would I use the 9.9 and up? My other dog weights 21.5 would I use the next weight up?

Answer:

For your small dog you can use Bravecto yellow (4.4lbs to 9lbs), it is cheaper too. For your bigger dog this product should work.
